Session 2

"Advancing Green Manufacturing in Solar – The Path to Self-Reliance"

Under India’s visions of Viksit Bharat and Atmanirbhar Bharat, the country aims to build a self-reliant solar PV manufacturing ecosystem. However, heavy reliance on imported equipment (80% of critical components) and high electricity costs hinders competitiveness. With solar imports costing 7 billion in FY 2023 – 24 and projected to hit 30 billion annually by 2030, achieving self-reliance is crucial. While India excels in module assembly, it lacks domestic polysilicon and wafer production, relying heavily on China. Recent policies like the National Manufacturing Mission and R&D funding aims to address these gaps, but coordinated efforts are needed to boost domestic capabilities and global competitiveness.

Key Discussion points:

  • How financing and risk-mitigation mechanisms can accelerate private investment in capital-intensive upstream segments (polysilicon, ingots, and wafers), considering India’s high electricity costs and technology constraints?
  • How can India attract global solar manufacturers (e.g., Meyer Burger, Applied Materials) to establish local production lines and facilitate technology transfer for high-efficiency cells (TOPCon, HJT, Perovskite)?
  • What policies and incentives can enable India to develop a secure supply chain for critical minerals (e.g., quartz, silver, rare-earth elements) and reduce dependency on China?
  • How can industrial clusters and integrated manufacturing zones be structured to enhance economies of scale and support end-to-end domestic solar PV manufacturing?
  • What collaborative skilling initiatives between industry, academia, and vocational institutions (e.g., IITs, Skill India) are needed to develop expertise in high-tech manufacturing processes like wafer slicing and polysilicon refinement?
